If you dont explicitly set cookies are they still used so u need cookie notification?

sites are required to have this cookie notification.

However, if you don't explicitly set cookies in code, does the server client still utilise cookies?

If you open Chrome web developer tools it seems some cookie stuff is happening.

Want to clarify this as want to know if the cookie notification for users is required,
